Deepening Math Coherence: How Westminster is Scaling High-Quality Math Instruction District-Wide

The Westminster Improvement Team is driving a powerful, unified vision for math learning across PreK through 5th-grade classrooms by deepening and extending their participation in the Pre-K to 3 Coherence Collaboration (P3CC). Aligned with the district’s strategic priorities of strengthening first-best instructional practices and using the PLC process to uphold rigorous grade-level expectations, the team is bringing Westminster’s math vision to life: “ensuring every student masters essential concepts through problem solving, open tasks, and the Mathematical Practices to prepare them for college and career success.”

To turn this vision into a daily classroom reality, the district is moving beyond superficial implementation to achieve true depth, sustainability, and local ownership. Their P3CC efforts were initially focused on two school sites, Fryberger and Schmitt Elementary, and have expanded to include representation from eight additional elementary schools and the Land Early Learning Center. This school year, Westminster is adding two elementary schools, Sequoia and Meairs, to participate in a P3CC Collaboration with Ed Partners. 

The P3CC Improvement Team collaborated with the Math Adoption Committee to design district-wide professional learning to support their 2026–27 curriculum rollout. To build teacher and administrator capacity, Westminster designed an intentional system for professional learning through district-wide PD, site-based PD, and ongoing grade-level PLTs. This summer, 40 teachers attended summer math professional development, and five additional sessions are planned throughout the school year to support teachers’ work with open tasks, the Standards for Mathematical Practice, and assessment. 

Westminster’s current Ed Partners’ Improvement Team is focusing this school year on scaling high-impact open tasks, including Counting Collections, Choral Counting, Number Talks, Warm-Ups, and CGI problem solving tasks. They are also supporting teachers in posing purposeful questions and analyzing their new curriculum for alignment with the standards.

Westminster School District is going all in on creating instructional coherence through collaboration, ongoing professional learning, and commitment to high-quality math instruction to raise student achievement across its campuses.
